Résultats de la concertation sur l’allocation des capacités Nord-Sud

Dans le cadre de la consultation menée par la Commission de Régulation de l'Energie sur «l’organisation de l’accès aux réseaux de transport de gaz naturel et sur les capacités commercialisées dans le cadre du développement des interconnexions gazières avec l’Espagne» il est apparru nécessaire d'améliorer les modalités d'allocation des capacités sur la liaison entre les zones Nord et Sud de GRTgaz. Il a donc été décidé de suspendre la commercialisation des capacités sur cette liaison, prévue initialement en septembre, dans l'attente de réajuster les règles d'allocations. Le Comité d'Orientation de la "Concertation Gaz" a missionné le groupe de travail « Allocation des capacités » afin de proposer très rapidement un ajustement des règles d'allocation des capacités sur la liaison Nord-Sud débutant au 1er avril 2010. Le groupe s'est réuni 3 fois entre juillet et septembre.

Deux options alternatives à la règle actuelle ont été étudiées :
- une règle d’allocation « aux besoins » fonction du portefeuille de clients en zone Sud et TIGF et des capacités d’approvisionnement des expéditeurs
- une OSP à deux tours proche de la règle actuellement en vigueur mais offrant plus de visibilité grâce à une option « allocation garantie ».

Les échanges lors des réunions ont été très riches. De nouvelles idées ont émergé. Certains expéditeurs ont proposé un système d'allocation basé sur des mécanismes de marché. Conformément à la décision prise en Comité d'Orientation, une réflexion plus approfondie pourra être menée pour l'allocation des capacités à l'horizon 2011.

Sur la base des travaux du groupe, GRTgaz a transmis une proposition de règle à la CRE qui a lancé une consultation publique par email. Les résultats seront connus courant octobre et devraient être suivis d'une décision rapide afin de pouvoir réengager la commercialisation des capacités le plus tôt possible.

Results of the Gas Consultation process on the North to South Capacity allocation rules

During the consultation conducted by the French Energy Regulatory Commission on “The organisation of access to the natural gas transmission systems and on capacity sold as part of the development of gas interconnections with Spain”, the improvement of the methods of allocating capacity on the link between GRTgaz’s North and South zones has appeared as a significant point. It was therefore decided to suspend the sale of capacity on that link, initially planned for September, pending readjustment of the allocation rules. The “Gas Consultation” Steering Committee tasked the “Capacity Allocation” working group to come up with a very rapid proposal for adjusting the capacity allocation rules on the North-South link from April 1, 2010. The group met three times between July and September.

Two alternatives to the current rule were considered:
- an “according-to-need” allocation rule based on the customer portfolio in the South and TIGF zones and on shippers’ supply capacity.
- a two-stage OSP similar to the rule currently in force, but offering greater clarity as a result of a “guaranteed allocation” option intended for limited capacity requirements.

The discussions in the meetings were very rich. New ideas emerged. Some shippers proposed a market based allocation system. In accordance with the decision taken in the Steering Committee, more in-depth discussions may be conducted for the allocation of capacity by 2011.

On the basis of the group’s work, GRTgaz submitted a rule proposal to CRE, which launched a public e-mail consultation. The results will be known during October and should quickly be followed by a ruling so that the sale of capacity can restart as soon as possible.
