La Concertation se poursuit

La dynamique du processus de concertation se poursuit. Dès le mois de septembre 5 réunions sont programmées.

Un peu plus de 6 mois après son lancement, le dispositif de concertation remplit les objectifs fixés :
- une meilleure compréhension partagée, par l'ensemble des acteurs du marché, des questions structurantes et des solutions envisageables
- la co-construction, dans une parfaite transparence, des propositions d'évolutions des règles et des offres Transport.
Les nombreux résultats produits par les groupes de travail depuis le début de l’année en sont la preuve.

Ci-dessous, un premier aperçu des groupes de travail :

GT Evolution de la structure contractuelle du réseau
Retrouvez le rapport final concernant l’accès à la Zone Sud sur lequel s’est notamment appuyée la CRE pour sa délibération du 2 juillet 2009 portant orientations sur l’organisation de l’accès aux réseaux de transport de gaz naturel et sur les capacités commercialisées dans le cadre du développement des interconnexions gazières avec l’Espagne.

GT Club des producteurs d'électricité
Les réflexions de ce groupe portent sur les conditions d’accès au réseau de transport de gaz des centrales de production d’électricité. Après avoir validé le Cahier des Charges de l’étude technique dont les résultats seront connus en octobre, le groupe travaille sur la mise au point d’une procédure transitoire d’échange d’informations avec les sites consommateurs.

GT Equilibrage
Le groupe est parvenu à des consensus sur le transfert des activités de GRTgaz de la plate-forme Balancing vers la Bourse et sur une référence de prix basée sur le prix d’intervention de GRTgaz sur la Bourse. Les différentes propositions du groupe sont examinées par la CRE dont la délibération est attendue cet Automne.

Le groupe poursuivra ses travaux sur l’équilibrage cible en vue de sa mise en œuvre début 2012.

GT Allocation des capacités
Les premiers travaux ont porté sur un retour d’expérience sur capsquare, la plate-forme de marché secondaire de capacité. Le groupe a ensuite entamé des discussions sur l’allocation des capacités sur la Liaison Nord Sud à compter d’avril 2010, sujet sur lequel les discussions se poursuivent actuellement.

GT 3CTG
Les premiers travaux ont porté sur la procédure de délestage et la mise au point du questionnaire d'identification des risques et enjeux liés au délestage. Un retour d’expérience de l'offre "Clients Industriels au PEG" a été présenté.

Les prochains travaux portent sur les capacités interruptibles sur le Réseau Régional.

GT Coordination SI
Le groupe de travail est parvenu à un consensus sur les souhaits d’évolution qui vont construire le SI de demain. La synthèse fonctionnelle et les comptes-rendus des réunions figurent sur le site Concertation Gaz.

Le groupe travaille désormais sur l’accompagnement du changement lié à la mise en œuvre du projet TRANS@ction.

The Consultation process continues

The French “Concertation Gaz” consultation process is back in full swing. Five meetings are already scheduled from September.

More than 6 months after the launch of the consultation process, the objectives are reached:
- Better understanding by all the stakeholders of the problematics and possible solutions
- Capacity of the stakeholders, in complete transparency, to propose collectively some evolutions to transmission rules and offers.

Proof is given by the numerous and positive results produced by the working groups since the beginning of the year.

On the dedicated consultation website (www.concertationgaz.com) you can read the minutes of the most recent Steering Committee meeting. You can also follow the progress of the different working groups and the agenda for the next few months.
Below is a brief summary of the activities of the working groups:

Changes to the System’s Contractual Structure WG
The final report on access to the South Zone on which CRE based its ruling of July 2, 2009, providing guidelines on the organisation of access to the natural gas transmission systems and on the sale of capacity relating to the development of gas interconnections with Spain.

Electricity Producers Club WG
The focus of this group is the conditions on which the electricity generation plants have access to the gas transmission system. After approving the Terms of Reference for the technical study, the findings of which will be known in October, the group is working on the development of a transitional procedure for exchanging information with the consumer sites.

Balancing WG
The group has reached a consensus on the transfer of GRTgaz’s activities from the Balancing platform to the Gas Exchange and on a price reference based on GRTgaz’s intervention price on the Exchange. The group’s different proposals are being considered by CRE, whose ruling is expected this autumn.

The group will continue its work on the target balancing system with a view to implementation at the beginning of 2012.

Capacity Allocation WG
The focus of the group’s initial work was capsquare, the secondary capacity trading platform. The focus of the group then switched to the allocation of capacity on the North-South link from April 2010.

3CTG WG
The focus of this group’s initial work was the load-shedding procedure and the preparation of the questionnaire for identifying the risks and problems associated with load-shedding. Feedback was presented on the “Industrial Customers on the PEG” service offering.

Its next topic will be interruptible capacity on the Regional Transmission System.

IS Coordination WG
The working group has reached a consensus on the objectives for change on which tomorrow’s information system will be based. The functional summary and minutes of the meetings can be found on the Concertation Gaz website.

The group is now working on supporting the change arising from implementation of the TRANS@ction project.
